Woman, couple face charges of elder abuse and child neglect

CHARLESTON, W.Va. — Charleston police arrested a woman and a couple Tuesday following allegations of elder abuse and child neglect.

Authorities were called to Charleston Area Medical Center General regarding 88-year-old Norma Dunlap. According to police, Norma Dunlap was found at her Beuhring Avenue residence covered in bugs and dried feces. She also had open flesh on her leg which appeared to be decaying, and a skin tear that was ripped to the muscle. Her spine and head were bent as well, which police described as “consistent with remaining in one position for an extended period of time.” She was also malnourished and incoherent.

Dunlap died Wednesday evening, according to Charleston police.

When police went to the Beuhring Avenue home, they found trash and animal feces throughout the structure. Two juveniles were also found in an upstairs bedroom. Authorities said drug paraphernalia used to smoke crystal meth was discovered. Child Protection Services took custody of the children.

Lisa Dunlap, 50, Norma Dunlap’s daughter, told police she was the primary caregiver of her mother. Kayla Rogers, 29, and John Rogers, 28, are the parents of the two children.

Lisa Dunlap faces charges with abuse or neglect of an incapacitated adult. Kayla and John Rogers were charged with child neglect creating risk of injury. Both charges are felonies. Additional charges are expected to be filed because of Norma Dunlap’s death.
