‘Vagrant population’ targeted in warrant sweep

CHARLESTON, W.Va. — Police arrested nine people during a warrant sweep Monday afternoon.

The sweep was focused on the city’s transient population in connection with “quality of life” crimes, Charleston Police Chief Steve Cooper said.

“We are focusing on the criminal vagrant population. Those of which who have the proclivity to commit crimes, to commit them in plain view and in public places,” Cooper said.
