Parents face child neglect, drug charges after passing out in car with toddler

SOUTH CHARLESTON, W.Va. — A couple is facing DUI and drug charges after they were found passed out in a car in South Charleston with a toddler in the back.

The mother, Miranda Holtsclaw, and the father, Charles Holtsclaw, were arrested Tuesday after they were found in the car parked on Division Street at around 10 a.m.

Police charged Miranda Holtsclaw with DUI with a controlled substance. Charles Holtsclaw was charged with permitting DUI and child neglect creating risk of injury.

The couple’s one year old son was in the back seat.

Police say the couple had to be shaken several times before they woke up. The mother told WSAZ-TV they were parked there to use WiFi and that they fell asleep because they were tired.

Police said they found a syringe in the vehicle.

The child is being held at Child Protective Services.
