North Carolina fugitive taken into custody in St. Albans

ST. ALBANS, W.Va.The St. Albans Police Department and the U.S. Marshals service arrested a North Carolina fugitive Tuesday evening.

William Lee Bayliss was taken into custody in the 1500 block of Kanawha Terrace without incident, police said. Bayliss was wanted on charges of first-degree sexual exploitation of a minor and second-degree sexual offense.

Police said the victim is a 17-year-old girl, and that the alleged incident occurred in July 2007.

Bayliss had allegedly been on the run since a warrant was issued in Nov. 2013.

Bayliss was arraigned at Kanawha County Magistrate Court and will be held at the South Central Regional Jail pending extradition proceedings.
