CHARLESTON, W.Va. — Charleston Police are looking for a man accused of child neglect creating serious injury after the man allegedly left a 24-month-old child in a closed car Thursday.
Police say Andrew Scaggs left the child in the enclosed vehicle for over an hour at the Town Center Mall. Scaggs was last seen in Charleston, but he is a native of Jackson County.
