CPD charge 2 in child neglect case

CHARLESTON, W.Va. — A man and woman are in custody charged with allegedly neglecting their two-year-old son.

David Likens

David Likens and Angela Searles were arrested late Wednesday night a few hours after police were called to Watts Street in Charleston where their son was found with a t-shirt on but no diaper.

Police were directed by neighbors to the boy’s home on Swinburn Street and found what they described as deplorable conditions.

“It was covered in trash and dirty laundry. The kitchen counters and floors were covered in spoiled and rotten food. Drug paraphernalia was found inside the house that would have been within reach of the child. The bathtub had standing water in it. Beds were covered with rotten food, dirty laundry, and trash,” the news release from police said.

Angela Searles

A man passed out there because of drug use told police he didn’t know the boy had left the house and he didn’t know where Likens and Searles were. They were taken into custody a few hours later.

The boy, who was described by police as not being able to talk and barking and growling like a dog, was taken by Child Protective Services.

Likens and Searles are being held on $10,000 bail each at the Southcentral Regional Jail.
