A woman was taken into custody early Monday morning near Bridge Road in Charleston.
The police were called for a well-being check after a juvenile left their house and went to the neighbor’s house for help.
When police arrived, they found the juvenile standing on the neighbor’s porch with handcuffs on her wrists.
When the police went to investigate at the juvenile’s home, they discovered evidence of abuse and neglect.
Laura Southworth, 54, was arrested and is charged with child abuse and unlawful restraint.
The Charleston Police Department, Child Protective Services and the Kanawha County Prosecuting Attorney’s office are working together to investigate the case.
