BOONE COUNTY, W.Va. — Three family members of 14-year-old Kyneddi Miller, a Boone County teenager found dead in a skeletal state, have been indicted.
Mother Julie Miller, and grandparents Jerry and Donna Stone were indicted by a Boone County grand jury Tuesday and face multiple charges. According to Boone County prosecuting attorney Dan Holstein, the three face charges that include murder by a parent, guardian, or custodian by refusal or failure to provide necessities, along with child neglect resulting in death.
In April, Miller was found at her home in Morrisvale “emaciated to a skeletal state” on the bathroom floor.
Miller’s alarming death has sparked investigation into the state’s practices in Child Protect ice Services and homeschooling measures, as Miller began to be homeschooled in 2021. Mother Julie Miller cited concerns over COVID-19, and proper homeschooling assessments were not turned in at the conclusion of Kyneddi’s eighth grade year.
Miller had not attended in-person school since late 2019 or 2020, according to investigators. In addition, Miller had only been outside a couple times in the last four years.
According to WCHS Television, a welfare check was performed in 2023 by State Police and a trooper made a CPS referral, but the Department of Human Services released a statement in May that claimed they had no records of a referral.
The arraignment hearing for Julie Miller, Jerry Stone, and Donna Stone is set for Friday, October 18 at 1 p.m. According to Holstein, a copy of the indictment will be made available to the public on Wednesday.
